The lower the metering lever is set, the less time it will hold the valve open for per pulse which feeds fuel to the carbs wet end.
The low lever will have been starving the saw for fuel.
Get on Ebay and track down a MS460 carb. The walbro copy's from china are about $10. They have removable jets that can be plugged or drilled to adjust high side fuel flow.

You can see in the image below, they have a small L side hole (bottom left), a fixed H side jet (Middle Left) and a replaceable H side jet (Top Left) that can be adjusted bigger or smaller to fine tune the H side fuel delivery.

Ok Brewz I took your advice. I just bought a walbro HD-16 knock off from eBay. Only cost me $9.99US including shipping.
I figure I'll run my saw with the carb I have on it for now and when the HD-16 knock off shows up I'll give it a try and then pick the carb I like best.

Sounds good

Being a hybrid saw, I figure having the dual H side jets will allow you to easily mess with the amount of fuel delivered to "tune the H side tune" if that makes sence.

It sounds like the current carb you have is not delivering enough fuel at WOT because you need to wind the H screw out so far.
With the Walbro, if this happens, just unscrew the brass jet and drill it out a bit.

If it supplies too much fuel and won't lean out, fill the brass jet hole with JB weld and slowly increase the size of the hole in the jet with micro drills until you get 4 stroking with about 1 turn on the H jet

Started a 3pt receiver hitch for moving trailers with my tractor. The top plate will be able to carry a battery for operating my 9500lb electric winch. Will probably run some charging leads back to the battery from the alternator so the battery charges when the tractor is running.

Today I started on my old Mercury - Disston 2 man saw.
Right off the bat I had to take the helper handle and chain off. Next I pulled the plugs and pour some mix down the cylinders to loosing it up.
I pulled it over and no spark so I clean the points and had spark then. The starter was a little stiff so I pulled the rope all the way out and sprayed
some lube into the opening. Once that got loose I stuck the plugs back in and squirted some mix into the exhaust and give it a yank.
Big smile now, blue smoke puffed for a instant. So a few more times getting it to pop off, really big smile now.
I poured some fuel in the tank but found out the tank was clogged at the shutoff valve. So I pulled the tank, carb, and the exhaust rings off and getting it ready for a good spray down. The plugs look like there from that time period.
Here's a few shots
