I have ten 4ft ./4 tube troffers in my barn where I store my Macs. (See how i did that?) Got em as freebies from a commercial environment. I have 6 on one 20A circuit, 4 on another. 100A incoming service. Ballast says 240/120. Installed by a pro electrician buddy who did me a huge favor by doing it..., and why I haven't bugged him about a problem I've had with em for quite a while now.
Sorta sounds like the situation you describe, except for the 240/120 ballasts on mine. Sometimes they pop right on when I hit the switch. Sometimes a couple do. Sometimes they just struggle and half flicker. Sometimes they'll pop on after a while if I leave the switch on. Sometimes they won't. Happens on both circuits. Temperature doesn't seem to be any more of a factor than normally would be the case for plain old T-20 tubes. New tubes in most of the fixtures.
Any tips on how to maybe sort this out would be appreciated. When they're all working right I could do brain surgery out there..., er...., uhh..., I mean derive greater pleasure and joy from all my yellow saws.
