From looking at your pictures, I'd begin by considering fixturing that spacer against the face of your best chuck, or setting it on the internal jaws and facing one surface, then see if you changed your runout.

There has to be a way to true that spacer or turn, face, and part another one

Hold off for a real Bridgeport Randy .They are out there you just have to find them .

Two things I recall about holding fixtures to bore or deck the chamber .Both are on that site I can't nor will ever go so somebody else would need to find them .

Klick AKA Washington hot saws had a fixture for a mill that a guy in Pa made for him .I met the guy but can't remember his name .At any rate it had a bed plate that could be clamped to the mill table with a series holes to attach rods to for various sizes of cylinders.

Dennis Cahoon ,the little sweetheart I miss trading insults with had a fixture that had a round base he chucked in a 4 jaw lathe chuck that used rods .It was intended for over boring cylinder for replating to a larger bore but it would work for cutting down the chamber size .They might be in the archives if the pics were saved .I can't search them out so go for it if somebody wants to .

An observation of using an indexable boring head on a deep hole .The damned boring bars bend stretched out that far,chatter to beat the band .Fact I've had better luck using a face cutting end mill in place of a boring bar on not so deep of holes .--just saying .

I think that was my problem, I had the mill in neutral and was cuttin by hand. I think I went a little too deep on my cut and the cutter pushed into the plateing
