Should set up camp straight up Holley's wazoo and wouldn't leave until it either worked or they bought it back and have a definitive direction to work towards.
You may want to research consumer product warranty laws where you live. In most places, any new consumer product sold new comes with an implied "warrant of merchantability". Meaning, the product must function as it is supposed to, and if it doesn't then the maker and/or seller must replace it, repair it, or give you a full refund of the actual price paid. I would bet Holley would just write a check to make you go away. On the Cast Boolits forum, there was a guy who bought a new Rossi 92 rifle which would not shoot with any ammo, factory or reload. After two or three times returning it for service with no success, he used Florida's consumer protection law to force Rossi to buy it back from him.
