I’d be leery of those high miles on a ride like that.
Mine was complete. Inner and outer. It had a thin black primer on it.It appears they only sell new aftermarket, which looks to be only the outer piece. When you bought yours, was the fender whole (inner and outer welded together as an assembly), or just the outer?

Parts were packaged well for what I got.
You can do a walk-in at the St. Paul store, order and they pull, ( I checked for instock b4 going) Got my parts inspected in the lot to bee sure all was in expected condition. I was in and out in about 1/2 hr.
Give them a call they also have a catalog the doesn't show up on-line, and some of the part options are difficult to find online. The folks I dealt with seemed very knowledgeable and were OK to work with.

After a couple of additional coats of paint. Definitely inner and outer metals.
My 2500 has the HD suspensions that were included in plow and camper packages.
