I had a to-20 Ferguson....they are not live pto, and they aren't geared low enough for running a tiller unless you find one with the Sherman reduction installed.
It should work fine for a pto chipper, but they're not the greatest for running a bush hog mower because the pto and three point start at the same time, so the mower starts spinning before it's off the ground.... It works, just not really well.
Imo, a Massey Ferguson 35 is a much more versatile machine, live pto, and geared low enough for tilling, and some models even have power steering.
