From what I understand, broken fins can lead to imbalance and later other issues (possibly air leaks). If it was one fin, I probably would not sweat it, but more than one, especially close together may create issues.

The magnets are scratched up as well, it was rubbing on the coil it looks like.

Yeah, best bet would be to replace it or you could chrome it

Don't know if they're the same but I've got an 026 flywheel.

I bet you could feel it at WTO if it was unbalanced enough to cause issue. If it does vibrate, maybe knock fins off opposite.
