I have had two saws ported by @Termitebuffet He contacts me frequently and asks how the saw is doing. He wants feedback.
Randy has been working on saws for years and knows what he is doing, I consider him a good friend. He is one of the guys who if anything went haywire with my saws that he would make it right.
My take on ported saws... When I send a saw to be ported, its my deal. If I have a issue ever comes up with any of my saws I will not *b-word. It was my choice to have a saw modded, whatever happens after a "build" is on me if a problem comes up. I do my research on the guys who I have port my saws. I WILL not have any Tom, Dick, and Harry touch my saw. I only let guys who I have a relationship with touch them.
I have had 4 saws ported, only one of them I have been disappointed with, but that was my fault. At that time I did not have a "friendly" relationship with.
I have been extremely happy with the two Randy's.

All three of them I consider to be really good friends. As if right now I don't know of any saw that I could possibly want ported. I feel my line up is solid. But I don't think I could sleep at night for a while if I had another saw that I wanted ported and had to decide on who to port it....

I talked to him this morning. He's more into guns right this second.......he doesn't mod saws for people very often. Three kids, rental property, church, work, etc.....
On the OP's questions.......there is no cut and dry 100% answer.
I'll do my very best to make to guy that I'm working with happy. Period. I think we all should do that in every aspect of our lives. If a person doesn't live that way.....then avoid them.

I would also think that any new saw requires a slightly fat setting in the initial stages of breakin.The biggest issue I have is with people that have no idea how to tune their saw.
They ask me if I can tune it for them before I send it back.......
No.......I cannot.
As elevation changes......air density also changes. That means the carb will need to be adjusted.....
I can tune it so it is perfect today, at this temperature, and elevation. But a high performance engine will need to be tuned daily for the owner to realize it's full potential.
