You got to remember that a motor pool NCOIC has to keep the privates busy. Idle hands are the devil's playground. He will resort to having them paint stuff. Picture gallon buckets of OD green and a three inch brush. And, bored privates are seldom neat.

You could build a block smoker/pit fairly cheap. Hard part is usually the grate to go over it.
