That's curious that it doesn't do it with the other chain. Not sayin you don't need to replace the rim, you do, but you might try flipping the rim just to see if it makes a difference. If it did you could use up them 2 chains and put the new one on with the new chain/s.I installed an RS chain on the same bar and it does not tighten as I spin the chain.
