I’ve cleaned it up well, don’t see any obstructions, and with the oiler wide open, I get a dribble. What should I be looking at?

What's the pick up screen in the tank look like?

Using a good flashlight, it seems fine. I’ve never taken a saw apart before, so I don’t have a complete picture of how it looks, but seems perfect from what I can see.

At max oil setting, it gives me a steady dribble, that’s it.

Whats your bar oil to gas ratio?
Tank of bar oil to tank of fuel?

I am not exactly sure on the first question, I always make sure to run out of fuel first; I know better than to top off fuel and not top off bar oil. This problem is bad enough that I cannot cut wood, the chain is clearly not getting enough oil, so I have been only using my 421.

This IPL may help you ...be sure the worm drive is being turned as the tips can get worn so they dont get taken round by the clutch drum. Remove that feed pipe to be "sure" its not got gunk in the strainer... also gives you the chance to check for leaks. Check out the teeth on the pump rod while your about it. Taking things apart at the get go to check things through "Often" saves time in the end I find.

A healthy PS-6400 should run out of oil prior to running out of fuel with the oiler screw maxed out!
I should know, I am running myDolmar PS-6400 factory stock since 2006. ;)

As @Simondo said, check how Your oil pump drive looks like, if the wings are worn the drum may not turn it properly.
Oil pump drive is number 131 in @Simondo 's post.
A drum running hot will melt the oil pump drive wings away, I know because I had this issue on my PS-7300 when I purchased her used and abused.
You can check by turning the drum forth and back by hand, You should hear a "ding-ding" sound as the drum engages the pump drive wings.
This is a worn drive, drum didn't engage it anymore.

Not sure where it's at on that saw but there is a vent to let air in as its pumping oil out. They can get plugged from time to time and it creates a vapor lock of sorts.

You'll need a husky or dolmar 3 shoe clutch puller or make one from a socket. Pull the clutch Off, remove the oil pump and replace the control Bolt that you turn up and down to increase or decrease oil flow. It's made out of plastic and the end wears off and they won't pump anymore

Looks good but it looks like it heated up.

How does the inside of the drum look?

You need to turn the clutch clockwise to remove. Cut a socket to fit, or use a punch. Be careful with the punch.

If you need to see I can pull mine off and take some pictures.

I used three bond on all the fittings, there is a bushing that presses into the oil tank and those leak a bunch. And I added some to the rest and mine oils very well, no leaks. I need to go through my new 7300 and do the same.

I have no idea on the socket method, I suppose I need to buy a tool?

Here's the drum.

Grind a socket out to mimic this. Or you can tap the clutch center clockwise with a flat punch that will rotate it off.
