My code reader wont scan the engine controls it just does codes, how much does one have to spend to get one that does? Are the affordable?

Haven't priced one, mine was around 4k, it's for GM only, does everything, homeowner model should be around 100 to 150.

look this little guy upThen get the Torque light app. Its been very helpful for me. Plus when you do have a code it will give you a link to the internet telling you all about it.

I would check the fuse box under hood first for blown fuse. Blown fuse for the heater circuit of the sensor is a dead give away the sensor or cubit is bad. Harness not damaged by exhaust?

If the fuse is blown, it will take out both rear sensor heater, they both use the same fuse.
OBD1 has freeze frame data like obd2. Code readers don't give live data stream and that's what you need when trying to diag a problem. If you can't see live data then it's a crap shot when trying to do tests.

Like Stihlbro said, inspect the harness near the exhaust also for any damage.
