I worked for FEMA for 5 years. I was deployed to 15 Federally declared disasters, and to many more as a volunteer.

FEMA SUPPORTS states in disaster response. All disasters are local. That is how the Federal government works, by law.
That might sound like a small difference to you, but not as big as a FEMA employee handing someone a list of all distribution centers when asked for ‘FEMA’ sites: they are offering all known resources, not claiming credit for them.
When a storm causes unprecedented flooding and damage across a 6 state area, while a Cat 5 hurricane is approaching, its easy to find someone who states that a uniformed FEMA employee did not personally approach each of them and hold their hand.
The description the video refers to a Disaster Recovery Center (DRC) where prople can go for information *as it becomes available *.
The nature of a disater is that many things are uncertain or unknown. The DRCs play a larger role later on, but they get set up early to be in place. Sometimes people are sitting around, even if they want to be doing something.
Many organizations are involved: government at ALL, levels; volunteer groups and organizations; charitable businesses (local and national); utilty crews and road contractors; and individuals, neighbors, etc., working towards common goals, not just looking for what someone is not doing, or playing armchair quarterback, conspiracy theorist.
I know people in many of those groups, paid and unpaid, currently deployed to Helene. I have family members in the Asheville area.
