Any reason why JB Weld steel won't work to secure a 20 gauge steel deflector to an OEM 390 xp muffler that I've added an extra exhaust port to? Thanks.

If you cannot weld. Rivnuts are your friend. I wouldn't trust epoxy in a situation like that.

Even the high temp JB weld won't stand up. It will probably work for a handful of runs and then degrade. I used it to secure an exhaust stud into a cylinder head that had stripped threads. I worked for a couple of tanks before the epoxy broke down.

If you take care of shipping to and from me, I would be happy to weld it up for you.

Harbor freight has a decent hand rivet gun that will work for not much money.

I like the nut-rivets as well, easy to put spark screen under as well if needed
I recently picked up a rivnut gun for doing muff mods that require a screen. For those that don't need the screen, welding/brazing is the way to go.

Would soldering it hold?
The short answer is no. Technically a lead based solder will stick to mild steel, but the melt temp is pretty low. The muffler temp could easily exceed the melt temp of the solder. As Steve said, brazing absolutely would work.
