had similar issue on a 026 one time just wouldn't tune right, just wouldn't dial in every time i thought i had it it would change. Ended up being the intake boot, the flange of the boot were the carb mounts had squished down over time and no was no longer making a good seal. Took for ever to find because when pressure testing with rubber block off plates it would seal just fine. Ended up finding it by spraying around with wd40 and saw wound die. Replaced boot and all was well

Sometimes they puddle fuel in the intake, causing erratic running. Dialing in the L adjustment can help. But this doesn’t sound like the issue.
