I'm with what Shane said. 2nd choice is a length of threaded rod.
Some people refer to it as "all-thread" usually can get it in 3 foot length.
Cut and use it like a regular bolt. Some people find a way to make a curved bend and use it like a "U" bolt.
Just be aware that the threads tend to flatten out where they are wrapped across a beam or axle and so the bolt will become lose and need to be kept after.
Plus the threaded rod tends to be a softer grade of fastener, so keep the load in mind and be safe with its usage.

I would not use it for clamping any axles, spring packs or other things like that.

Was going to suggest this. You beat me to it.

OR go to the scrap yard and find a worn out hub with the right stud spacing. Fix the hub to the trailer and the wheel to the hub. Might need a spacer block to give enough clearance between the wheel/tire and the trailer body.

OR use a piece of chain and some bolts and big washers to hold it temporarily.

Some imagination, some scrap metal, a drill, a hammer and maybe a welder and you will soon knock something together that will do the job.

"Load Extender" I believe that in fits your hitch receiver. sticks out a bit behind the truck and 2nd part is the "T" that sticks up and you can hang some longer boards or things out of the bed and the T part holds up the ends of the load.
Some years ago, a neighbor who hung vinyl siding had me make up a one piece version, for his work truck.

Jug-o-rocks?
maybe material for fancyin up your scale model train track layout?
Put the jug in amongst your blind buddies candy dishes?
Give out little bags of them to the neighbors little kids during their next party.
