Why is the cut to length on the oil hose?

I have the pump and hose removed due to a 'no oil' problem.

I discovered the hose has two kinked flat spots.

It's 6 3/16" long now. Either too long or too short.

It doesn't have to be that long I don't think. I believe that's the one that comes out of the end of the pump. I just repaired one a month ago but forget all the particulars. I do know there is a valve in the middle of it that can stick..I used a piece of wire to loosen it up a bit..just pushed it in where the oil line fits on.
