Well you have more room than I do .I've got a homemade plug that I use, to line up in the mill i screw my plug in the cylinder. I then indicate two sides up and down. It's about 4" long once screwed into the cylinder. It will get you dead nuts close.
Fixing to threadsert a 660 cylinder.

Either way really. Shouldn't be a hard job to knock out. Any of the other guys that commented sound like they could getter done too. Can you post a picture of the cylinder to see how buggered up it is?I have a junk cyl here for practice I could send with the good one.

BTW those had a healthy amount of Loctite 272 on the pipe thread portion of the insertlooks like you already have a kit and a plan, but just for future reference for anyone reading this...ive made my own sleeves before... solid aluminum threaded for NPT then drill/tap head for same size NPT, then mill flush, then drill/tap for spark plug (this can be done before installing the sleeve if theres clearance issues like the op's...
heres some pics of one I did for 18mm plug holes, I believe I used 3/4" NPT for insert size...
