They buy the seed in bulk (some from individual growers, some from commercial seed suppliers), and all packaging is done in house.

They can clean seed, but are only interested in doing that for seed that is extra valuable or hard to get.
They do some extensive testing in certain seed, but don't actually certify any that I know of.
