That is correct. Before 1972 engines were rated outside of the vehicle, no water pump, alternator, power steering or A/C.
72 and later were rated as installed in the vehicle ready to drive down the road .
If I recall correctly, my 1974 Motors manual specifies ratings at the rear wheel . With that being said, I have no doubt manufacturers are "bending " the rules on measuring HP.
I do know that Shelby measures each Mustang on a dynomometer for hp and torque before they let it go to make sure it's up to standards . Consulting with my son, he remembers the GT 500 as 650 hp at the rear wheels. I seem to recall the King of the Road Shelby at 750 hp. They also experimented with a new GT 350 and got 1000 hp from the new Coyote 5.0 engine. That one has not made it to production though. A car company in Sweden (Coneseg, spelling incorrect) uses their highly modified version of the 5.0 Coyote and is getting about 1100 to from it. But that car is currently in excess of a million dollars.
