Brake parts cleaner from Walmart is the best thing I've used. Plug the fuel line add some cleaner and a few nuts and screws, then shake like hell....

Acetone and ATF are for rust.

Try some mix gas with fuel injector cleaner and let it sit. Sometimes what made the mess in the first place, will get it to melt again. Then some carburetor cleaner can finish off the job.
Patience is the key to winning. Some old nuts and bolts can be added to help mechanically clean.

I had to split the tank in a 041 recently. When the tank was opened the house flooded with stink. I ran it outside and that’s where it stayed (full of fresh gas) for weeks. The gas made no difference. There was a 1/4” layer of “glue” laying in its bottom. The original fuel line had melted and sunk to the bottom of the tank and actually covered up the filter that had stuck there too. I scraped it out and cleaned it up with MEK. The MEK didn’t cut it either, but made cleaning a little easier. It was disgusting. Uhh...

I had some "totally awesome " from the dollar store clean a tank. I had already tried several solvents. Its orange oil so smells good if nothing else.

We renovate properties full time and Groundi recently discovered "Totally Awesome". That product works really well on most of the stuff we encounter as a result of bad housekeeping. We had found a partially filled bottle abandoned in one of our rental properties and hunted down the source. Couldn't believe we could get a bottle of it for a buck. It's one of her go to cleaners now in a long list. Never tried it on fuel tank gunk though.

The "Purple Power" from wally world along with adding BB's for aggregate, worked suprisingly well for "cheap cleaner" with great results... I'd give it a two thumbs-up!

Purple power is lye (sodium hydroxide) based so be careful with skin contact. I use it often and give my hands a chemical peel everytime.
