Sounds stupid but if it has a detent/check valve and the valve is older it could be stuck. Or its plumbed incorrectly

Is it hooked to hydrostatic system? A standard 3500 psi or whatever valve won't like 20,000 psi... it's like special valves and cylinders on the John Deere garden tractors... built for that pressure, whereas a log splitter valve might not like it.
Be careful with that hydro stuff... pinpoint leaks (shooting a straight stream) will cut your finger off. And if the valve decides to burst due to too much pressure, well that is like a grenade.
