I think the little rubber tabs that are part of the intake boot that sticks into the carb as positioners....one was folded over likely preventing the carb and boot from sealing properly.
I still think the carb isn't flowing tons of fuel, but I didn't touch the metering lever.
the response is fine, idle is even, high end is just as it should be. cuts nice now.
