My 064 did the same thing and I finally found a small airleak,and I mean exactly the same thing down to the exact rpm.
It's fixed but I can't find a airleak on the saw in the video,with a lot of air in it under water I can't find one.

So if it turns 17k you would be happy? Maybe I'm not under standing exactly what your after. If what you saying, the saw gained 200 rpm and is not four stroking then it is lean. It needs more fuel to perform and last.
I've built a couple hundred of them and they will tune around 14.5 so when one won't tune to stock settings there's something wrong.
Even when a saw goes lean you can still turn it some faster if you want to but this is 4stroking hard and will only go 200 rm faster.
The point of this is to figure out why that is.
The point of a ported saw is to make more power at a higher rpm which makes more chain speed hence faster cut speed so a ported saw that won't even tune to stock settings is a enormous flop or it has something wrong with it.

An ear is the best tool for tuning
It's not a tuning problem,I have put several known good carbs on it.

The strange part is how fat it is at 13.3 which the way it's ported that's spot on,it should tune a thousand rpm faster but no matter what it will only gain 200 more.

Another thing is right after you start it it will 4 stroke up around 14k for a second.

I know it's a video, but.....

In the beginning....its pig rich at 13.3....I can hear that.
But when you lean it out, it sounds at least 1k-2k faster to me.

Like I said....its tough listening through a phone.
It never goes past 13.5
It's 13.3 and fat at 1 turn out then I turn it in a half turn and it's lean and done 200 rpm faster.
I can assure you it's only turning 13.5
I can start a different one that's 2k faster and there will be a giant difference between them.

My 064 did the same thing and I somehow fixed it and never had the cylinder off.
This particular saw was thinking way before i ground on it and that's why I changed the seals again.

Agreed it's not your tuning, it's the saw
