One advantage of those plastic handlebars - if the saw gets clobbered, usually the plastic handle will break, as opposed to twisting and breaking the gas tank.
A handlebar is a lot cheaper than a gas tank usually, manginas notwithstanding.

Balance seems to do little with the reasoning behind it that I could find. Weight, efficiency, performance and vibration were considered.
Stihl upped the working speed of the saw and seemed to be their main reason behind it. That and having a plant at the ready to produce the piston.
