Because they have found someone else to make those things cheaper, but at a price.
And voila, something well designed becomes crap!

You should know by now how manufacturers handle things.
Cheaper manufacturing is always desired, even if the product itself becomes "cheaper" due to it.

It’s perfect. The cap doesn’t dangle on the dirty saw and track it into the tank. The three bars give you a visual for when it’s full.

Because the boss who wants to be a hero, and probably never used a saw , told the engineer , to over engineer it ,

That plastic is brittle? Too easy to lose the cap?

Almost certainly to trim costs. I would guess at some point marketing decided that most people didn’t even notice those features. Everything now is aimed at easy to open and close. In general products design has shifted from “the consumer will appreciate this fine and useful detail” to “the consumer is a helpless idiot”.

Because in order to justify their existence engineers and design teams have to constantly “improve” items. There can be no “perfect. Don’t ever change it”.

Mine are ancient, I've yanked them in and out of different tanks, not gently, never broken one. I want more.

I have the flippies on my 461. I can tolerate the flippies on my 2175.
