Buy a dial indicator, magnetic base and some painted lead marking compound. When you figure out what use them on your going to make a lot of money on the side. It's going back on my list of things to do when a shop is up and running, again.
I gave up on using the correct tools and went to feel and site to get it just right. Some of the tools required slow down the process.

Lucky guess...reminded me of a 193t I worked on. Saw starts but wont cut! Screen was completly plugged and about 1/16" thick in the exhaust port! Unreal!What gave it away?

You can. Is the decomp new? I put in the larger husky ones with 2 holes, 372 or 390. It helps a lot! Had a 461 that was pretty bad, an that helped, also if it’s a fresh build, they also seem to start hard new and get a little easier after a few tanks. But if you haven’t already, try the husky decompWorking on an 046 Stihl that kicks back violently when I try to start it. I put it together using stock parts with the right pt. nos. and am about afraid to try to start it again it kicks so bad. I'm wondering if I can set the timing back a few degrees..
Hopefully this weekend. I’m planning to start porting it tonight.
