On uneven, rocky ground what is better. A rubber tired skidder or a tracked dozer with winch?

On uneven, rocky ground what is better. A rubber tired skidder or a tracked dozer with winch?

My bet would be something with tires normally rock and grousers make for an ice skating event. Is it long wood? Tree length? How uneven are you talking?
