HELP! Stihl 031 - Difference between butterfly in throttle lock position vs. idle?

This is a question for those who know about 031s or other 0 series Stihl's like it. Is there a difference in the butterfly position in the carb between throttle locked open or idle? I am working on an 031 and watching the butterfly when locking the throttle or just setting on idle looks to be the same. I can use the trigger to open the butterfly valve wide open, but when locking it, it basically goes back to "idle" position or maybe just slightly open, nothing like other saws. All components are there and nothing is bent. I have tried two different carbs and the results are the same.

Ones I’ve worked on don’t open a huge amount but it is enough for a fast idle.
