In Kentucky, only the state can make motor vehicle regs. Officially, no motorized vehicle can drive on a public roadway without registration, insurance, and a licensed driver. In reality, don't be stupid and don't drive on a limited access highway and nobody cares. I think there should be a way to get UTV's and mini trucks road legal, at least off limited access highways. Thousands of people already drive them anyway.
