Probably kind of late for this time Tony, bu t maybe will help someone.
Ran electric to the family's barn last year, barn's been there 70+ years and only served by 200' of extension cords. Needed to drive an 8' ground rod for the new sub-panel, and was dreading it based on situations similar to yours. I accidentally came across a video similar to this one

and figured no damn way in our hard clay. I had all the various hammers ready, but actually only needed a quart bottle of water and about 5 minutes to get the 1st 6 feet of rod in the ground. Had to pound the last 2' with a sledge, but I'll be dipped, it actually worked.

Fractured rock. I poured out a bucket of leftover soapy water from checking a tire for leaks. Worked too late to see if it did any good at softening the rocks yet.

Ground rod driver for the cordless hammer drill makes really easy work of it.

Now I need to try to remember what flavor of hammer drill I have. I think SDS+.

If I can't get any farther along, my theory will be a 6 and a half foot ground rod will be as good as an 8 foot. It's not like they are going to dig down to see how long it is.

I've never seen an inspector do any more than find the top and check the connection. I know the ground doesn't do jack on an electric fence if it isn't in moist ground, doesn't matter how long.

Was pretty surprised yesterday afternoon when I was thinking about my old 075 i thought I popped several years ago and figured I’d pull down and repair it. Well seemed to have lost compression that day and died while I was running it so I just assumed. Pulled off shelf after probably 6 years and pulled rope seemed to have decent compression bore scoped or and looked ok. Stuck gauge in 140 psi still drink of gas down carb 2-3 pulls runs great still. No idea if rings stuck or what happened but it seems all good now. Really like it when they fix themselves makes it much faster.

Yup, we have that problem this time of year w/ lack of rain. Dumping some rock salt around the ground rod does seem to help, especially when we have heavy overnight dews
