Semi skip is just as smooth as full comp when limbing but clears chips way better than full comp in pine. I use some of it for 28" and up. There's such a small difference in cut speed to full comp but faster sharpening.
Every situation is different, but comparing semi skip to full comp (square file) on the 044 in 19" Oak my saw was a full 2 seconds slower (about 15%). That will add up over a day.
I think it depends a lot on what wood you are cutting, and what size the wood is. I have never had a problem with full comp square in Pine, but then again I was only using a 24" bar. It went through it like paper mache. A longer bar in a larger tree would be more likely to benefit from the skip to clear the chips. That stuff is sticky, and dirties everything up.
