I just file down the plastic tabs so you have a fully adjustable carb. Or you can tear the plastic caps off...I believe the needles do have a place for a small screwdriver. ...but they are tiny
I like this method also. I just take a dremel with a sanding drum and sand the stops off. I have one carb with the plastic removed all together and it's a lot harder to get the screwdriver aligned when the saws running.

A metal dental pick modified with a little hook works awesome for pulling damn near every style of plastic caps out. You can turn the cap with it to align the little tab with the grooves and then pull it out. It takes a little finesse and coaxing but it is capable of working without scuffing the tabs all up. 20161223_004611.jpg

But it is alot easier with those guides there that go back n the cover. Still alittle pain but I did it yesterday with hardly any problem. The problem is if you leave the smallest amount of plastic on the limiter cap it gets caught on the little white rings in the pic. preventing it from coming out. Hence the prying method or just cut the dam things to give it a little room. With the limiter cap spinning on the shaft you cant adjust the carb and you cant get down to the screw through the plastic because of the way they're made.

Just get some pliers or other tool and pull it off.

if the carb is off, it turns out this works as the plastic is pressure fit over the splines on the screw, just grab on the end of the plastic with a pliers and pull really hard and the plastic pops off. see pictures
