If you can hit the web at the right time and find the carb splined tools you won't be disappointed. It sure beats cutting slots in them with a dremel.
Grind the point off a 16-penny nail, and hammer lightly into one end of a yellow crimp-type wire splice; tap the other end of splice onto the spline, wiggle lightly and remove; You just made your spline tool. Qick, easy and free

It's ridiculous that they don't want anybody to adjust the carbs.

Ridiculous, but probably some EPA regulation requiring them to discourage user adjustment by unskilled persons.. They even made some lawnmower carbs w/ NO adjustment screws. Most adjustments are needed due to varnish, or altitude changes, and now they go for auto-tune and fuel injection.
