It probably is a coating that melts at a higher temp than the base metal, a quick hit with a sanding wheel should take it off.

Define he...I didn't know he was trying to pass that one off as his, SCARR was engraved on the top of the cylinder but it was before I had stickers made. I did know he spent a lot of time trying to duplicate or best it. It was the first 066 I ever ported. I had done a few 660's before then and I was really surprised how much better the 066 timing was over the 660.
