I have spoken to folks in the states about this before.
We can get these in Australia off ebay

They are made to fit the little carbs on an 026 but a quick hit on a lathe opens them up to bigger carbs.
Unfortunately They don't post to USA.

I am sure there are plenty of USA based members that could make one for you.
@srcarr52 made one for me and it is top notch.

This is the same filter deets originally had posted, his just comes with an extra red prefilter that slides over the top to make it "2 stage".

I haven't ever messed with a Dolmar before but thinking outside the box a little bit, could you buy or fabricate something like this to clamp the filter to and the leave the top cover off?

No sir, that is a different filter than mine. Very similar though. The top of mine is filter not plastic cap
