Yep looks like a rivet tool used for re-lining brake shoes.

That's exactly what it is, fellas. Had 2 of them at my last job. What a pain in the azz. Foot operated press. Leave it in the Frenching bushes!

The maintenance shop at work had one that was air cylinder powered.

Most of the stranding and closing machines to make wire rope have external contracting shoe brakes.
