I have the following 3 torque values from the following : John Deere 310E Backhoe Loader Service Repair Technical Manual .
What does each number mean in the section "Checking Wheel Fasteners"?

That's the tolerance - how much above or below the nominal value is acceptable. I would set your torque wrench to the nominal value and it will be good. Unless it is really inaccurate. To be certain you could have your torque wrench calibrated.

For standard front, you're good anywhere from 80-115 ft/lb
