for really dirty, fithy plastic. I mean you can't even see the plastic and has been sitting in a shed for a long time. I'vegot oil eater, but I don't know if thats the best to clean it with. Scotchbrite is a good idea, but what medium to use with it? Thanks.

Simple green, goo gone, or brake clean on rag for the stubborn but not paint or decal

Purple power, PineSol, water-based degreasers, citrus cleaners... the Dollar General is your friend. I buy a bunch of crap and just try stuff until I find something that works.

That's what I use old e-free mix for before it goes stale and raunchy. A regular toothbrush, a brass wire brush, and a dull flathead for digging crud.
When you properly dispose of the fuel all the crud goes with it.
Super clean in the purple bottle will really get the job done but it isn't cheap and you have to rinse it off with water which leaves you the option of washing all that crap down your sink drain or out in your yard.
Stuff like super clean will leave the surface of most plastics dry looking so they usually need a little oil rub to get back in shape.
Ajax dish soap and hot water works very well. The fine bristles of a firm toothbrush works great on the tiny crevasses and a brass brush is able to grind off some pretty stubborn sap without marring up the plastic.

I think @Termitebuffet has a good buffing system. Maybe he will chime in.
Clean them good get the oil off , and go one of 2 ways sand and clear coat ....or start semi rough with scotch Brite , then work down to plastic polish ....or Rouge. ..[emoji2]
