The mighty stihl 064 and early 066

Couldn't believe my luck today, scored this 064 for a $100-!.. Was pulled down when I got it, previous owner said it was having trouble strating, changed the plug and it now starts no problems.
There's a few things I need some help with....

#1 Any info on the serial number (build date etc) SN 117403405.

#2 The ignition switch works as it should, any thoughts on the extra switch?

#3 The rubber washer / grommet, was in the bottom of the box the saw came in, where's it go?

That rubber gromet seals around the spark plug boot to the top cover.
