I can't afford to do anything that would compromise my freedom or livelihood. Rest assured that there are plenty of ways to handle this without getting myself into trouble.

If Law enforcement can make it uncomfortable for them to be there they will move on.

Here LE will sometimes use cameras to gather intel on people coming and going then ask questions to all making everyone uncomfortable.
Who owns the property? If LE starts asking them questions they may see the problem and get the troublemakers out.

One thing that has worked is if they have one main supply let them know that continuing to supply the troublemakers it will not end well.

Best to let others make trouble for the crackheads than you directly even if you would like to do it yourself. Been there done that.
