Don't put concrete in the hole. Put a couple feet of 1 1/2 clear drainage stone, or something similar. That will let a lot of water go straight down, and will let it move a little if it frost heaves.

Use two hole PVC for the drainage pipe (holes go on the bottom). When I do a drainage ditch I line it with filter fabric, then a layer of 2b stone, then the pipe, then more stone. Wrap the fabric up around the whole thing and back fill.

I would also put 6-8 in of that stone around the tube and let that be your filter ,so you wont get stuff in there to plug the tile out.
Cap the cement tube and drill holes to let water in tube.

This is the way we developed springs out in SD to water cows in the forest alotments.
Almost maintanence free and worked good.

So it's December 18th in Pittsburgh and your Steelers beat the Bengals as we usually do. That is when they don't beat themselves! It's freezing rain changing to snow outside. You come home from work and there is nothing for dinner! Wife working 12 hour night shift so she's off the hook! What do you do? Well just another time and reason my neighbors think I'm absolutely nuts! If you know me it would be obvious...you fire up the grill!

That also gives you the opportunity to prove to the neighbors what they already know! You fire up a saw and cut some cookies! The new to me 10mm was the saw of choice for this BBQ!
