Permanganate overfeed, it's an oxidizer. We use it for taste and odor control in our source water, burns out some organics in the water from fish and vegetation. It's the first chemical we introduce to the raw water so there's plenty of contact time. We feed around a quarter ppm typically and the MCL is 1 ppm. I see they were using it to oxidize iron and manganese. Under 1 ppm could have easily caused that condition, depending on water temperature primarily.

I checked my Ignore deal, hell I ain't never put anyone on it...he ain't on there. He just ain't bumping those gums today as much. He might be sitting out in his shop with a couple of Folgers IV drips...just geeked as hell and don't know no better, lol.
