Here in southeast coastal Georgia we have some of the highest salt concentration in our seawater on the whole east coast.You've summed it up pretty accurately mate. The issue here is outboards that are religiously fresh water flushed after admittedly saltwater use still corrode through near to or in the thermostat housing, and there is an anode there already. But perhaps it does have to be a part of the thermostat body itself in order to give up its charge to the 'water flow battery'.
The gunge we see is also not old salt, because it won't dissolve back into water even after you scrape it out, suggesting his 'metal mix' hypothesis may be valid.

After we use our boats in saltwater we run the motor in a barrel of water mixed with vinegar or Salt Away.
If you flush in a barrel the water warms and fully opens the thermostats exposing the whole motor to the vinegar mix. It works much better than hooking a hose to the motor with an injector pushing vinegar and COLD water thru which doesn't open the thermostats fully.
With the barrel you can see the crud that is washed out.
If the saltwater fish didn't taste so good we would not subject our boats to this abuse.

Cut a small hole in the side down near the bottom large enough for a wine cork for a drain plug.
