Totally legal to ride without. I don't think it should be a law but you're still a moron if you have one with you and don't wear it.

Plenty of people around here ride without a helmet. Yet have it strapped on the bike.

Colorado does not have a helmet law, but neighboring states do.

Wisconsin doesn't have a helmet law. When I rode regularly I almost always wore a full face helmet. I tried it without once; none of my bikes had fairings or windshields at the time. Caught one of those huge green dragonflies in the teeth at 60 mph, had to pull over and puke. I had no desire to repeat that experience
