New Riding mower: California emissions?

A friend asked, but I’m not up on new mowers and such. How much different or more difficult are CA engines to deal with? Thanks

Most of the time they are the same, differences might be a restrictor plate or no jet adjustments, chain saws have catalytic converters in the mufflers.
