I'm putting together a 361 kit saw saw and I can't figure out where this part goes.

Never mind I found out what it is, it's the cylinder stud cap.

Yep, you got it. It's to help keep the top cover from rattling against the cylinder.
I went to the Hutzl site and looked through the pics and found it.

Ronie I wish you lots of luck with your kit assembly. I bought my 361 around 13 years ago and paid about $700 back then. It still runs after lots of hours and has been a very good saw. I keep it in good shape. Nowadays I cram more hours into my Husky 257, primarily because it's a tad lighter in weight. That's a lousy excuse for not using a classic MS361 that seems to have more grunt even today. When through, yours should look something like this one did in 2008:
