Oiled and dried up. But that doesn’t explain chips. Maybe fines.
Or does it? When the filter starts getting plugged up, especially on the inside of the element, it will start sucking through the base, the worse it gets and the longer it continues the more the filter base will "purse" and the more stuff comes in.
Get a new filter, oil it up with a good filter oil(I use Husqvarna filter oil it's fine) clean up your saw and install. Clean and re-oil filter regular like until it's time for replacement again, as eventually the insides get dirty and there's no way to clean it out eventually.
If the situation requires it, the base can be greased to stop debris bypassing the element.
