There are calculators on line for building pipes that you can put information into like rpm/engine size ect. These will give you a start for length/diameter/ stinger or not how long of stinger. And yes it will be a start you may need to alter length of cone, stinger or overall length to get it to run as desired. You may also get the pipe close but need to tweak the porting to get the most of it. Then when that’s done you may need to put on a new carb because the pipe flows and pulls so much charge you need a bigger one. It’s a rabbit hole and a ton of work to get it right, I’ve never done one but know a few who have tried on snowmobiles with mixed results. You will also need a slip roll to make cones ect for the pipe usually lots more involved than plugging in numbers and just building it.

You also need to decide gas or alcohol, full ported race saw or just for messing around ect. If it’s full race you need to start with a ported saw and build pipe to it probably to achieve your goals. You a good tig welder? Good at math for the fabrication part and have ability to roll and bend sheet metal? If you don’t have the ability and equipment might be best to have a person that has built pipes do it for you but that’s what you need to decide.

Find a copy of Gordon Jennings "2 Stroke Tuners Handbook". There is a chapter devoted to "Expansion Chambers" that explains in pretty simple terms what happens and how design changes affect the performance.

Here's a snippet from that chapter:
