My neighbor brought this over. His son gave it to him. Looks brand new. I don't think it was ever ran. For some unexplained reason the carb was replaced. Anyhow, it will not start. Have good spark, and fuel is getting to the carb. The spark plug gets barely wet with fuel. There is some compression, but there is little or no suction at the carb. Maybe a reed valve stuck, or some blockage, that is keeping the same air in the cylinder? Any input would be appreciated.

As a last resort, I pulled off the cylinder. The piston was scored, with the rings welded in the compressed position. Looks like the previous owner ran it the first time on straight gas.
